Defined in the Texas Administrative Code (31 TAC § 357.10(43 A-E)), municipal Water User Groups (WUG) are composites of public water systems, grouped by utilities, developed at the beginning of each regional water planning cycle. In accordance with regional water planning guidelines, Regional Water Planning Groups (RWPG) reviewed and provided input on the draft WUG list prior to final WUG selection for each planning cycle. Municipal WUGs generally include: utilities providing more than 100 acre-feet of municipal water per year, collections of utilities with a common water supplier or water supplies (Collective Reporting Units or ‘CRU’), and remaining public water systems and self-supplied population summarized as “County-Other”. These layers represent the municipal WUGs in the State Water Plans (2022 & 2027) and Regional Water Plans (2021 & 2026). |

<div style='text-align:Left;'><div><div><p><span>Municipal WUGs in the 2021 RWPs are defined as: (A) Privately-owned utilities that provide an average of more than 100 acre-feet per year for municipal use for all owned water systems; (B) Water systems serving institutions or facilities owned by the state or federal government that provide more than 100 acre-feet per year for municipal use; (C) All other Retail Public Utilities not covered in paragraphs (A) and (B) that provide more than 100 acre-feet per year for municipal use; (D) Collective Reporting Units, or groups of Retail Public Utilities that have a common association and are requested for inclusion by the RWPG; and (E) Municipal and domestic water use, referred to as County-Other, not included in paragraphs (A)-(D) of this subsection. The list of WUGs for the 2021 RWPs was prepared based on the rules listed above and TWDB Water Use Survey data. For the 2026 RWPs, the draft municipal WUG list was developed by carrying over all municipal WUGs from the 2021 RWPs with active community public water systems. Additional ‘new’ WUGs were evaluated based on the utility population and water use meeting the criteria listed in 31 TAC § 357.10(43 A-E). WUG polygons were created using aggregated public water system boundaries from the Texas Water Service Boundary Viewer.</span></p></div></div></div> |
