Description: In 2001, the Texas Water Development Board (TWDB) Groundwater Availability Models Team developed a custom GAM coordinate statewide mapping system to best serve the parameters for their desired data outputs. The GAM projection parameters are a modified version of the Texas Centric Projection/Albers (TCP/A) parameters, later renamed as the Texas State Mapping System/Albers Equal Area (TSMS/AEA). For GAM, the coordinate units are in US Survey Feet instead of meters and the Latitude of Projection is at 31.25 North instead of 18.0 North. Albers projection was chosen since it best minimalizes area distortion at mid-latitudes. U.S. Survey Foot was chosen as the linear unit since most source data in the State of Texas are also in feet. This file was created and edited in the GAM coordinate statewide mapping system and is used in the official TWDB GAM models.

Description: Texas groundwater conservation districts (GCD) are units of local government authorized and ratified at the local level to manage and protect groundwater. The GCDs are created through special law by the Texas Legislature or by administrative procedures through the Texas Commission on Environmental Quality (TCEQ). The GCDs are authorized with powers and duties that enable them to manage groundwater resources, such as conservation, preservation, protection, recharging, and prevention of waste of the groundwater resources within their jurisdictions. The GCDs are governed by an elected or appointed board of directors, having three primary GCD authorities: permitting water wells, developing a comprehensive management plan and adopting the necessary rules to implement the management plan. TCEQ has exclusive jurisdiction for the creation of GCDs and the dissolution of GCDs under specific circumstances.

Description: "In order to provide for the conservation, preservation, protection, recharging, and prevention of waste of the groundwater, and of groundwater reservoirs or their subdivisions, and to control subsidence caused by withdrawal of water from those groundwater reservoirs or their subdivisions, consistent with the objectives of Section 59, Article XVI, Texas Constitution, groundwater management areas may be created as provided by this chapter."See Texas Water Code §35.001 for more information.
